Rules Of Procedure For Board Meetings
General Provisions
These rules are issued pursuant to Section 7-5-4103, MCA, and are supplementary to the provisions of Title 7, Chapter I, Part 41, MCA, Title 7, Chapter S, Parts 41 and 42, MCA and Title 2, Chapters 2 and 3, MCA., as they relate to procedures for conducting meetings and public hearings before the Wedsworth Memorial Library
Addressing the Library Board
Section 1.
With limitations, the public is invited to speak on any item under discussion by the Wedsworth Library Board after recognition by the presiding officer as described as follows: when addressing the Wedsworth Library Board, a person must stand and be verbally recognized by the presiding officer. Public comments shall not be in a question-and-answer format.
Public comment will be limited to 3 minutes. If a person feels that they need more time, they are encouraged to follow up during the week with a Library Board member.
Prepared statements are welcomed and should be given to the Director of the
of the Wedsworth Library. Prepared statements that are also read, however, shall be deemed unduly repetitious. All prepared statements shall become a part of the hearing record.
The public is reminded that the Library Board members are part time positions and they do not have every policy or every past historical fact about the Library at their fingertips. Therefore, if members of the public have questions, the Library Board will take the questions under advisement and attempt to provide answers within 2 weeks.
Section 2.
While the Library Board is in session, the members must preserve order and decorum, A member shall not delay or interrupt the proceedings or the peace of the Library Board nor disturb any member while speaking or refuse to obey the orders of the Library Board or its presiding officer.
Any person making personal, impertinent or slanderous remarks or who shall become boisterous or disruptive during the Library Board meeting shall be forthwith barred from further presentation to the Library Board by the presiding officer, unless permission to continue be granted by a majority vote of the Library Board.
PUBLIC PARTICIPATION POLICY
The Wedsworth Memorial Library Board welcomes public input at its meetings. Each agenda item (unless specified otherwise) will be open for public input before the Board deliberates on that item. In an effort to assure adequate notice and assist in public participation, the Board will post their agenda on the library window notice board, library bulletin board at Town Hall, Library’s Website, and the Post Office. The agenda will be posted at least 48 hours before the meeting.
Generally, the board meets on the third Tuesday of September, November, January, March, May, and June of each year at 5:30 pm in the library. On occasion the Board may call a special meeting or need to change the time and date of the regular meetings. Notice of such changes will be given at least 48 hours before the changes are made.
While it is recommended that anyone wishing to address the Board notify the library director or Board chair at least 48 hours before the meeting so that time may be reserved for such input, it is not absolutely necessary.
It is asked that anyone wishing to speak during the meeting add their name to the sign in sheet for inclusion in the official minutes of the meeting.
Since time is limited, the Board chair reserves the right to set reasonable time limits for public input on each topic. A person will be limited to three (3) minutes per agenda item. Comments may be presented orally or in writing. Written comments should be submitted to the library director or Board chair at least 48 hours prior to the meeting.
During Board deliberation, the public is asked not to make any comments unless responding to a specific question asked by the Board chair. All questions will be directed to the Board. Questions for the Director or other Presenter will be directed to the Board.
